EDUCATION OVERSIGHT BOARD MEETING MINUTES
April 17, 2002 8:00 A.M.

BOARD MEMBERS PRESENT: Pete Churchwell, Ed Long, John Rex, Karen Yarbrough, Ron Dryden, Kenneth Bridges, Rep. Larry Roberts
BOARD MEMBERS ABSENT: Don McCorkell, Sen. Penny Williams

Call to Order and Roll Call: Mr. Churchwell called the meeting to order and declared a quorum present.
Approval of Minutes: Minutes of the February 20, 2002 meeting were approved as submitted.
Report of FY 2002 Year-to-Date Expenditures: Report distributed to board members. Mr. Buswell noted that not many changes have taken place from last year with regard to printing costs, however, salary costs have decreased short term due to the resignation of Janet Johnson. A motion was made for the board to inform legislative budget leaders that they will accept their pro rata share of a state budget cut.
Progress Report on Profiles 2001 Project:

School Report Cards - Mr. Buswell reported that the office is ahead of schedule with the SRC's. All Board Presidents, Principals, and Superintendents have received their SRC's and the office has received few phone calls of concern. The media mail-out is scheduled to be completed by the first week of May with the library mail-out to follow. Mr. Buswell also informed the board about the newest addition to the SRC, the Academic Performance Index or the API.

State Report - Mr. Hesser reported that the State Report is a bit behind schedule. He also stated that the data and numbers have changed but the trends are virtually the same as past reports. He noted that there are some new additions on the State Report. These were reviewed by the board and discussion and questions followed.

Poster, Covers, and Binders - Mr. Buswell presented the Profiles 2001 covers & binders along with the new poster and mailer that will be on display in public, military, and college libraries across the state.
Report on New Legislation: Mr. Buswell discussed SB 1335 regarding the office's new School Performance Review Program. He indicated that a similar bill was also written in the House and that the bills had moved on to committee.
New Business: None
Announcements: Mr. Churchwell informed the board that Senator Wilcoxson is highly interested in our reports. She may propose that the office add data that highlights performance gaps. More will be presented at a later date.
Adjournment: The meeting was adjourned at approximately 9:50 a.m.
