EDUCATION OVERSIGHT BOARD MEETING MINUTES
November 15, 2000 8:00 A.M.

BOARD MEMBERS PRESENT: John Rex, Grant Hall, Ed Long, Ron Dryden, Kenneth Bridges
BOARD MEMBERS ABSENT: Pete Churchwell, Karen Yarbrough, Sen. Penny Williams, Rep. Larry Roberts
OTHER REGULAR ATTENDEES: Office of Accountability Staff: Robert Buswell, Matt Hesser, Jerry Hsieh, Janet Johnson
VISITORS: Ernie Diamond and Terri Hamilton (Secretary of Education Staff), Kim Brown (State Senate Staff), Debbie Terlip (State House Staff)
Call to Order and Roll Call: Mr. Rex called the meeting to order and declared a quorum present.
Approval of Minutes: Minutes of the October 18, 2000 meeting were approved as submitted.
Annual Election of Education Oversight Board Chair and Vice-Chair: After noting that Mr. Churchwell had expressed willingness to serve as board chairman, Mr. Rex nominated Mr. Churchwell. The motion was seconded by Mr. Long and approved unanimously by the board. Mr. Rex nominated Mr. Hall as Vice-Chair. The motion was seconded by Mr. Long and approved unanimously by the board. Mr. Hall proceeded as acting chairman for the remainder of the meeting in Mr. Churchwell’s absence.
Approval of 2001 Regular Meeting Schedule: Mr. Hall motioned for approval. Mr. Rex seconded the motion and the board unanimously approved the 2001 meeting schedule.
Report of FY 2001 Year-to-Date Expenditures: Report distributed to board members.
Progress Report on Profiles 2000 Project: Data Requests - Mr. Buswell reported that information, for the most part, is continuing to be received as scheduled.

Principals Survey – Preliminary draft distributed to board members. Discussion followedd.

School Report Card Format - Report distributed. Mr. Hesser explained that due to changes in testing companies and reporting of results, year-to-year comparisons are complicated and require extensive explanation. Mr. Hall recommended using the comparisons in the Profiles: State Report. Mr. Buswell said the Office of Accountability would continue to examine potential material for a second page to the 1999-2000 School Report Cards.

Coded Class Data - Report distributed to board members. Mr. Buswell explained the Coded Class printout to the board and Mr. Hall asked board members to review the printout and contact the Office of Accountability with any questions, concerns, or recommendations.
New Business: Mr. Diamond explained to the board that the Southern Region Educational Board (SREB) will host a conference regarding Algebra I common tests. He was told that the State Department of Education was not intending to send a mathematics expert to represent Oklahoma so Mr. Diamond will be attending on behalf of the Secretary of Education’s office.
Announcements: Mr. Hall thanked Mr. Rex on behalf of the board for his work as chairman during the previous year.
Adjournment: The meeting was adjourned at approximately 9:30 a.m.
