EDUCATION OVERSIGHT BOARD MEETING MINUTES
March 15, 2000 - 8:00 A.M.

Call to Order and Roll Call: Mr. Rex called the meeting to order and declared a quorum present.
Approval of Minutes: Minutes of the February 16, 2000 meeting were approved as submitted.
Report of FY 2000 Year-to-Date Expenditures: Report distributed to board members.
Progress Report on Profiles 1999 Project: Mr. Buswell reported that all data that had been requested had now been received by the Office of Accountability. He reported that there had been complications regarding AP data from The College Board and the testing survey from the State Department of Education but believed that staff would overcome them.

Mr. Hesser and Mr. Hsieh distributed sample pages of the Profiles 1999 District Report and School
Report Cards. A brief question and answer period followed.

Mr. Buswell reported that staff was hoping to be able to mail School Report Cards to schools during the last week in April with the State Report and District Report being returned from the printer during the second week of May.
Report on New Legislation: Senator Wilcoxson and Representative Staggs had been invited to present their proposed student testing bills to the Education Oversight Board. Senator Wilcoxson presented SB 1446 and Representative Staggs presented HB 2620. There was considerable discussion of the two bills and of the various forms of standardized testing available to states. The Education Oversight Board continued the discussion after the legislators both excused themselves to attend other meetings. The Board requested that Mr. Rex write letters to both legislators, legislative leadership, and the Governor to express their recommendations for student testing legislation.

Mr. Buswell reported the status of several other education bills that were currently working their way through the legislative process.
Report on Teacher Preparation Programs: State law requires that the Oklahoma Commission on
Teacher Preparation submit a yearly report to the Education Oversight Board. This year’s report was received and reviewed by the Board.
New Business: Mr. Hesser distributed to the Board a report titled, "Surrounding States with Student Data Systems." The report summarized the extent to which states surrounding Oklahoma maintained student level data systems and provided each state’s response to a brief questionnaire, developed by the Office of Accountability. A brief discussion followed with Board members suggesting that a legislator be contacted in order that an interim study might be conducted on the subject.
Announcements: Mr. Rex announced that the Oklahoma Business and Education Coalition (OBEC) was in the process of hiring an Executive Director. He expressed his desire that the Education Oversight Board/Office of Accountability would work in close cooperation with this organization in the future.
Adjournment: The meeting was adjourned at approximately 9:30 a.m.
